Language policy areas are exam­ined as sepa­rate policy 
vari­ables: administrative/ judi­cial, educa­tion, and general. Status of minority group 
languages under these poli­cies is measured by corre­sponding group variables.

Language policy is coded by means 
of scales for each vari­able ranging from +4 to –4 in value, with the posi­tive side of the 
scale repre­senting the protec­tive or promo­tive char­acter of a policy toward minority 
languages, the nega­tive side repre­senting the policy’s restric­tive­ness and a value of 0 
repre­senting the absence of a consti­tu­tional policy.
